The project stems from two very simple observations about the limitations of the current approach to assess stability of flood embankments, which is based on the assumptions of steady-state through-flow and zero pore-pressures above the phreatic surface (USACE 2000, Chowdhury et al. 2012). The impact of these two assumptions appears to have been essentially overlooked by scientists and practitioners.
