Rational, reasonable behavior? Slay knows there’s a huge kettle of crap cooking at police headquarters, yet he wants to reach into that bubbling muddle and pull-out another chief! So you have to ask yourself, why the hurry? Why rush into appointing a new chief when he or she might be facing a federal indictment in the near future?
